Yes in all countries depending on the crime and situation of it. You need proof because they may not trust the person that's saying it to them. Also some people can lie too. For an example if someone falsely accused you of stealing and you know you didn't stile from your job. In order to keep your job you have to have proof of that person lying or you hope your job have camera in order to show proof you didn't steal. This is in all countries you have to have proof depending on what it is
