Debuff pre fight like Scorpion would’ve been best. Incinerate, shock, rupture. Plasma against mutants should’ve been standard.

Honestly just add plasma against mutants in place of incineration, and he should have a passive stun into heavy like chavez for better openings, he would then be perfect
