You know how the message said "First the river now us" I think that the river got really polluted and then somehow the town got polluted badly somehow and thats why they evacuated the city!

Okay I think I've got an idea of what happens, The river dried up due to dams and the river was keeping the radiation (station or power) cool but since the river dried up it over heated causing radiation causing everyone to flee and most of the animals are from Yellowstone (I think)

Umm.. I think that Atlas perfers to be alone to explore and not have to worry about pup survival. He would probably feel stuck at the den if he has pups and a mate. So I think it sounds better if Atlas does not have a mate.
