As to the issue of air quality in the two Punjabs; I think collaboration between India and Pakistan would definitely help; especially in the context of the emissions caused by the burning of the stubs and roots of the spent crops. Other than brick-kilns, these roots are the primary source of the pollution. As to the safe and effective disposal of the roots; it would, primarily, need two sets of machines. Firstly, machines to uproot the stubs along with their roots and then large incinerators which should be able to effectively incinerate the roots i.e. burn all the pollution causing contents and turn them into ash. The capex and opex cost of these incinerators may be too high. Both the countries can constitute a small working group of engineers to conduct a feasibility study with respect to the entire arrangement (technology, logistics, costs etc). They can then consider pooling of resources and possibly using the procured equipment on sharing basis. Joint financing (including the opex) through carbon credits would definitely help in improving the economics of the venture. Who knows; this venture might open avenues of further long-term cooperation between the two neighbors. As to the brick-kilns; in addition to Z technology, the recipe of the fuel being used in the kilns for baking the bricks needs to be managed. Comparative economics of available options would need to be established followed by a considered way forward. Partial financing through carbon credits in this case is also possible.
