I do believe the bad dialogue is due to the translation, the official translation is really bad early on (fans use different dialogue in fan subs). One Piece is genuinely well written- not only as a shounen or a manga, but as a story it is very consistently well planned out and executed.

I def think that Oda has had the general layout of the journey planned out since the beginning (if not even prior to that, he's been thinking of this story since he was in like Middle School) but there was a point early on into the Grand Line where he decided to extend all of that because he realized he came up with a super fire concept and wanted to fully explore that and make it way more about the journey than the destination. He also did this again right before the timeskip where he came up with like 10 whole new characters and a new system the week they were introduced. He thought they were fire and has been incorporating them into the story for the most part super well. He's def my favorite Shonen writer, if not one of my favorite comic authors in general because of his insane attention to detail, especially in regards to the world of One Piece, it truly feels lived-in, like events are taking place outside of what the main cast is doing at the time, in part to what he does with the covers of each chapter but that won't come up for a little bit. But Arlong Park is def where Oda really shows his hand at what kind of story he's going for, that is much more of the type of arcs you'll be getting if you stick with One Piece past that point, which is why people will say read up until then, if you love Arlong Park then keep going it gets better.

The arm thing is straight up a plot hole, the manga wasn’t supposed to be nearly as long as it is so power creeping would’ve been far less of a problem in the initial plans. The manga explanation is that Shanks either “bet an arm on the next generation” to scar Luffy or that it’s a fishman type of disadvantage. Since Fish men are superior in the water and almost unbeatable while submerged, sea kings would probably be hard to beat under water as well. The eye thing is subtly hinted at throughout the story and introduced properly around chapter 400. It’s called Conquerors Haki or the color of the Supreme king, something only people with the will of a conqueror can achieve. It basically imposes your will onto others and would scare or incapacitate folks with weaker will than the user. My headcanon is that shanks had to choose to keep swimming to the surface with Luffy or slay the sea king. Luffy would’ve died if he would’ve chosen the latter.

Whether you reference cp9, sky Island mantra(observation), and especially Ace it's evident that haki wasn't always fully fleshed out or planned. One piece is a dark story, the world is covered in slavery and cruelty and corruption and anarchy. Joyboy was the one that was going to bring joy to the world and unite it, from what it seems, but after the war something happend and he couldnt keep his promise. Now after 800 years of dark history, there will be a new age. And people are betting on different people that will lead the new era and change the world, blackbeard thinks he will be the one to change the world and bring about his era, while roger thought it would be his son (ace) that would, and whitebeard also thought it would be ace. And basically shanks knows a lot more about the world and its history than we know, and he clearly sees something in luffy. Wether it be the gomu gomu no me that he ate (that is special is some way we still dont yet know), or the words and way he talked which shanks likend to roger, or just luffys overall personality, or maybe everything. Shanks instead of betting on Ace as the one that would bring the dawn, which is who roger and whitebeard bet on, shanks instead bet on luffy as being the man who would bring the dawn of the world.

Shanks specfically says "I bet it... on a new era" While his eyes arent shown and he smiles Whitebeard says that its suprising someone as strong as him lost his arm in the east blue and that it was shocking news to the pirate world as a whole and shankses reply was simply that. There could be all kinds of motivations, maybe he wanted to inspire luffy, like that how its just an arm and not much more and such. Or it could have been a a way to prepare to world for Luffy since whitebeard states that it sent shocks across the sea. So yes i was right, we do know that he gave it willingly, because he wanted to bet on luffy to bring the dawn of the world. What are his motivations 100%? we dont know since shanks is still such an enigma and mysterious character, but yeah we know the gist of it, he literally said it himself, he gave it for a new era, thats it.
