Putting EVA foam tiles down first would help as a thermal insulator. In the past I've used heater pads from old waterbeds to help heat 'pondwater' in pools. Get a rainwater tank or draining and filling the pond will cost you an arm and a leg in water bills. I'm surprised that your cannister filter doesn't have a built in pump. What temperature are you going to run it at? Although that's likely to be determined by the fish you keep in it.

It wasn’t much just a half a bottle of prime and 2 bottles of api kick start and some feeder minnows. Costed around $100 so in reality not too bad compared to most large tanks.

You cannot be serious , garage pads are poured to have a vehicle or two parked on them ...... on 4 tires .... meaning the pressure is far higher than something displaced over 10 feet with solid contact .
