Oh they can, would, and do outcruel the Imperishable quite regularly. The Druchii are cruelty and malice unhinged, without discipline to wield such strength. Settra, as another commenter pointed out, ruled justly and well over the Nehekharan people. Or he was seen as such, anyways. Settra is a petty despot in comparison to the Witch King or any of his lords in their black towers. None but Slaanesh outcruel the Druchii.

One of the few good things to come out of the End Times was Settra being such a badass that when Nagash arose and threatened the Chaos Gods they didn't go to Archaeon, they went to Settra's mangled body resurrected him and foolishly offered that they would give him the power to enact his revenge on Nagash of he served them. And well "Settra does not serve" and proceeded to rip demons apart with his bare undead hands for the Chaos Gods daring to try to control him
