Umm, no, he couldn't have destroyed the kingdom like he did Danafor, in the fight against Hendy, if that's what you mean, that shady memory about Merlin explains it. He was severely depowered since the day they were framed for Zaratras(the Great Holy Knight)'s murder...but he won't stay like that for long, nishishi. Besides, his natural foil was perfectly healthy and well during that "last" fight.

When the sins were fleeing the knights, they ran across a little girl who was injured because of the knights. Meliodas almost lost it, but Merlin knocked him out. She worked with the druids to seal his powers away, but they were only able to take 90% or so. Later on in the manga, Hendy becomes a support character who can barely handle himself in a fight, but he wasn't scaled down. That is just how powerful the commandments and true demons are. And Meliodas was meant to become king.
