Thomas Ballaster Some rules are modified for sevens use but that is definitely a penalty whether in xvs or 7s as the Samoan player went down with senatla yes he showed signs of releasing senatla I think it was more so that he wrapped around the head/neck area which could have triggered illegal counter rucking
