Hi, it all depends. There’s university courses where you study fashion design and there are private fashion designing, tailoring academies but many don’t offer student sponsorship to migrants. So I believe when you do further research on google, you should get more clarity.

I know how to join clothes, cut clothes I’m not a professional, but i can at least do basic designs, i know how to use black head very well, but not industrial machine, i do have a chance right ??

Hi, majority of factory works are done with industrial machines. If you can try to get to use it at least. Because even though there will be trainings in some work places, they won’t teach you to use machines per say.
