I am making these too! I switched to cotton and cotton batting, instead of two pieces of cotton flannel, because the flannel pills after a few washes. Since they are donations, how do you get the flannel not to pill?

I'm happy to hear you are making these for donations. My experience has been that nearly all lower price flannel fabrics tend to pill after washing (like what you would find at JoAnn Fabrics). Higher end flannels, such as Robert Kaufman brand, are less likely to pill, but cost quite a bit more. You can often find these higher quality brands at quilting shops. If anyone knows of an inexpensive cotton flannel that doesn't pill, I would be interested!

Could i use just cotton woven?

Cotton woven fabric will work just fine. It will not be quite as soft, but your pet probably won't mind!
