Good day ma, is it possible for me to cut the upper part of the tulle as flare,. Then gather the remaining tulle with a straight cut and place it on the waist line with the one that I cut as flare

Yes sis but you must make sure your tulle flare is very wide enough for you to gather if not that top flare tulle will not ne looking full even if you have gathered tulle underneath .I have a video we're I did my tulle as flare not gathers I will send the link now

The tulle is on aliexpress I pay in euro when buying so depends on your country the currency will change.i buy the 11 inches tulle about 12 euros for 100yards
