Main scale reading is 25 and when vernier scale 0 exactly coincides with the any value on circular scale then there is no need to look for best match. Like the reading should be 25 degree and 5 minute. As you hv written vernier reading as 60 second which implies that circular scale total reading is 6 minute which is actually 5 minute.
