He sure will. He will still be unforgettably forgettable and will still be mid to low tier where noob-friendly characters like him have always belonged. Just because you see one match where a Ryu player gets a lucky win doesn't mean he's winnable against the rest of the cast.

Stronger doesn't mean better. He still has the same tools with more damage which wasn't really his problem in the past. Characters like Chun do less damage than him, but are obviously better with the tools they have. He'll still be rightfully mediocre which is fine because he's SF's go-to character for noobs.
