He was in burnout state. When your drive gauge is depleted you no longer can use OD specials and other drive moves.

Chris burns way too much of his Drive Gauge. He should've went for Vulcan Blast, it's more cost-effective. But I like his style, Luke is a close-range fighter so going for the aggressive is better.
