Make sure you have selected the model you want to select the bones, on the animation set editor (left click on it for it to be highlighted). Now make sure to be on Graph Editor when you want to move bones. Select the viewport of your work camera and hold CTRL, all bones and axis should show up to you while CTRL is pressed and the viewport is active.
