Ibuki ain't weak, it just she's brand new and pro's still learning her match-up. Every single character on the rooster is viable and strong, I think.

Problem with Ibuki from my limited POV, having only played her about 10 hours or so, is that she requires resources to do proper damage, and her combo options are limited. In this video for example, 9/10 the opener will be a 5LP. This is because close to all her buttons don't combo into anything, or are unsafe, including her BnB 5LP->5MP->5HP. As someone has said before: "Why play Ibuki and have to work your arse off, when you can play Ryu?"

Since I main Ibuki, I can have enough insight on this. I don't think that she need a damage buff or a health buff. The main issue is that her V-Trigger is 3 bars. For a 900 health character, that's far too much. Especially since both bombs will be used fairly quickly in a match (Mainly for combos, resets or mixups) and the fact that the opponent can hit your bombs out of the way; it's more of an inconvenience that her bombs are 3 bars, if anything. Perhaps change her s.LK from -2~-3 on block to at least 0 on block would also be nice. With that move being special cancellable and great range, it's a shame for it to have poor frames. Especially when she doesn't have many far range moves to protect herself with anyways

Partially related to what I said: With the bomb, Ibuki suddenly becomes good. The dmg you can get is awesome, you can use dashes to confuse and create a knockup which you can combo of, or you can use it to reset. Without it, however, you're just sub-par. And since it's 3 bars, by the time you get it either you're close to dead, or your opponent is, making the extra damage seem meh. Also, her aerial cross-up game is abysmal. That j.mk angle (-.-;)

I am still learn ibuki I’ve been training in the past few days and i think im getting better at playing her Note: she’s really fun to play with but her v-srike take so long since it has 3 bars but once you can use it you’re opponent is pretty much dead, well its your choice the first v-strike or the second one If any pros see this what is the best platform (like computers or consoles) to play ibuki
