At the very least with the SPB from SRB Kart 2, you have a fair chance of outpacing it without having to resort to items. Both items still do jack squat for those in last place, though.

*Super Mario Kart:* No blue shell. *Mario Kart 64:* The Spiny Shell (dubbed by the collective community as the "Blue Shell") is introduced. 1st place be damned. *Mario Kart: Super Circuit:* The Blue Shell returns, and just like the Red Shell in this game, it can be placed on the track. It can't survive wall collisions nor can it traverse over pitfalls. *Mario Kart: Double Dash!!:* The Blue Shell gains a pair of wings, avoiding all ground-based obstacles and able to simply _fly_ over pitfalls. It won't hit any racers not in first place, but now _EXPLODES_ on impact, and other racers can get caught in the explosion. It can, however, be avoided with a well-timed use of a Mushroom or mini-turbo. It also leaves the target itemless. *Mario Kart DS:* The Blue Shell now briefly hovers over its target before ramming into them. (Trolling +11) *Mario Kart Wii:* The Blue Shell population explodes! (Rarity = borderline common) *Mario Kart 7:* The Blue Shell gets its wings clipped! It's also much harder to dodge with a Mushroom (timing required is A LOT tighter), but it also disappears after travelling a set distance. No longer leaves the target itemless. *Mario Kart 8 (Deluxe):* The Blue Shell's explosion no longer launches its target into the air. It can also be taken out with the *Super Horn.*

Here's an idea i have for a special Double Dash Rules Mario Kart race: Bowser teams with Johnny, while Junior is with Elliot. Someone miles behind Bowser and Johnny fires a blue shell, which hits them at tremendous speed. Junior: You okay dad? Bowser: Yeah. The blue shell tore through us like a bat outta heck. Elliot: WHAT?! THERE'S A BLUE SHELL?!?!?! FUCK! NO! SHIT!!!! (blue shell hits them at this point, as Junior and Elliot were leading)
