I'd like to either put a menu part way through a video or have multiple menus. almost like a choose your own adventure style type of thing. is this possible?

Not with this program. In fact, I don't know of any video editor capable of making an interactive video.

Steve, How can you control the volume of the music in your disc menu?

I don't know any way to do that in Premiere Elements.

Many templates include a subtitle area. Otherwise you can't add more play buttons than the template includes. Though I'm still not clear what you're asking.
