You don't understand what happened in that looks-ugly ghetto. That area, Kuryong, is privately owned by someone else and prohibited to build houses or live there, as the government designated this area 'nature-preserved' area long long time ago. Around Seoul, all the same. When the poor people got in there to live in like 50-60 years ago. There were several other poor areas like in same situations. As the country has been developing, all other areas were developed and people who had lived there were offered newly built and affordable rental apartments and moved out. Except this Kuryong, the people there fiercely resisted and rejected city government's offers several times for them live in other place. People there want to stay there where they live, because that area is just by the very expensive living area (maybe the most) The issues are :This Kuryong area is still nature-preseverd one. And the people there are not poor any more. I don't think Mr Ake saw some people hanging around in the village. Old men and women still there but their sons and daughters live somewhere else, well. Those children were educated at schools nearby with children from expensive apartments. This is typical 'reality hold-out' case all illegally. But still they are there, mostly houses only with a few old people who wish to have big fortune from government or don't feel the move-out is necessary. Seoul city/ward government or private charity institutions don't see this people there as poor people, cause the children have apartments and their own cars somewhere else. Legally, the government can remove this ghetto, but still for the 50 years the government is tolerant. But the real owner is a just some other citizen. That's bad. In Korea, the people who live even without any legal rights are quite difficult to get moved out, when they stick together.
