Bro i have lvl 4 abdicator i tries many times but couldn't win and my perks are also fully upgraded

Try rolling forward at start of round, get some critical damage and with help of spiked Armor, let him bleed. When you are low on hp, go back the furthest and keep rolling so that he uses sarpnel ability (the one shot in air ), that will do that job.
