This happening with Fox takes place immediately after the events from the night before when she resigned, then Harvey shows up at her door and finds out that he has chosen her over his romantic relationship with Paula. Seems like enough reasons to justify why she is distracted, confused and careless. I think the writers actually wanted to show that Donna is strong and honest and doesn't give in if she's wrong, but looks for solutions to solve the problem without compromising.
