the reason that the spectrier wasn't shiny is because the merged form is still technically calyrex. Its just the shadow rider version of calyrex, so that's the part that would be shiny

You should do a "Choosing Your Starter By Their Evolution Method", where you say the specific level, item, time of day, move, etc., the Pokémon requires to evolve. For regular non-evolving single stage Pokémon you would just say so, while for legendaries you could lie.
