I think the biggest appeal for Shaggy is that he is very much himself all the time. He doesn't put up some facade or acts like what someone else wants him to be, he just puts everything about who he is and what he cares about out there. He doesn't force himself onto another person or does anything specific to gain their attention, it's always been up to the other person to decide if they like what Shaggy is about or not. He doesn't lead anyone on either, we've seen him reject people politely (or aggressive in the past if it was needed). Yeah, he can try to swoon someone else or pretend to have attributes that he doesn't naturally have, we've seen that a few times in multiple series but at the end of the day Shaggy is lovable because he is the definition of "what you see is what you get."

Once while downtown in Chicago this group of street performers shouted at me in front of a crowd saying "Hey Shaggy where's scooby?" And the entire crowd laughed at me when I was just trying to work at my shitty job. It use to be one of the more embarrassing moments of my life but after watching this my embarrassment has morphed into pride as if the spirit of shaggy performed some supernatural alchemy on my emotions, for the better. I think they knew Shaggy and Scooby always carried the franchise so they tried to do without them in Velma. It could've been a good idea, with a writing room that didn't have the same sense of humor as a 14 year old boy. With good writing they couldve made the characters likeable
