If somebody is a Muslim but not practicing like making 5 times salah etc or doing haram things like drinking alcohol etc, shouldn't they be tawba etc vs taking shahada again?

Taking the shahada is the declaration of faith _from_ disbelief. So in this case, tawba is sufficient since there is imaan to begin with but just no 'ibadah. With tawba, the tashahhud is declared in salah anyway.
