1: It’s simple use vector drawing on each eyes 2: close point then make both shapes white 3: Get Gaussian blur 4: Change it to 0.20 Gaussian blur strengthen 5: Get edge glow change it however you like. 6: Get Rays change it to small so it looks like those pro manga edits then ur done. You need After Motion Z for it to work.
