Well Shang Tsung feared and worked for Shao Kahn until Aftermath when he got the crown. And let's not forget that Shao also knows magic stuff, he can also steal souls and he was the one who taught Skarlet blood magic, he simply decides not to use them cause he loves his strength and hammer

That’s something that always bothered me though, they set up new timeline Shao to be as equally powerful if not MORE powerful than original timeline Shao, but he just… isn’t… and it’s for one key reason overall, in the new timeline Shao kahn is brain dead and an idiot, in the old timeline, Kahn was a schemer and a smart ruler that poisoned and murdered his old master (Onaga) as he knew he wouldn’t be able to take him in a straight fight. Old Kahn was methodical and a strong ruler

Then he conquered countless realms, including Vaeternus, Zaterra, and Edenia. He was too powerful for Raiden to outright defeat, and Shinnok as an Elder God lost to a much younger Raiden. During the invasion of Earthrealm, Shao stepping foot on the planet stripped it off 99% of souls. Yes, he’s a better Soul-devourer than Shang Tsung. In fact, Shao taught him sorcery. Shinnok was terrified of Shao Kahn and waited for someone to defeat him before moving with his invasion of Edenia. Then there’s Shao’s implied Protector God status. Netherrealm Shao is just a brute and really nerfed.

I am more than sure that Shao Kahn beats Shang Tsung due to his high HP number, which rivals Kotal's for Highest HP, Which I am pretty sure Shao actually beats his HP number by a bit. And that Shao actually poisoned Onaga, which i think he's a demi-god. While Shang Tsung has more special abilities than Shao Kahn, In the MK9 Universe, He was portrayed as the strongest in the game. I say Shao over Shang Tsung. Shang Tsung only had one canon victory over him as a result of the Crown. He and Quan Chi had to ambush his clone in the OG timeline. Shang Tsung learned much of what he learned from Shao Kahn anyway.
