16:54 Fufu- I've had budgies. You have to put your finger near his ankles/foot. Otherwise you will confuse him. He's seeing a fist coming towards him so he's acting a little defensive and will use his beak. If you put your finger on top of his ankles he will hop on if he feels comfortable. Don't show him you're scared as he will sense it. He seems cute and innocent so I think you will get there.
