share files/documents to records using contentVersion and contentDocumentLink

How can we create the url of the about attached file or image. using this same process and then want to share it with means that will be the public url.

If you specified Linked_Entity_Id__c in ContentVersion would you still have to have had the insert into ContentDocumentLink?
