Earlier in the movie it is shown to have a “mermaid” like body with it’s legs merged together to form a tail. One of the shots during it’s transformation is it’s skin splitting open.

True, but the way it was created in the first place probably didn't indicate that it could have that kind of adaptation. Considering, most if not all of the experimentation during its Inception was in the water. Or at least, that's what I like to think the true shock and reasoning is behind his statement.
