I noticed the option to mount the hardware for chest rigs, would that be proprietary rigs or could I run it with something like the Haley Flatpack? as that's designed to link with their chest rig.

With modding. AXL makes a placard adapter for the JPC and other molle plate carriers. Requires no stitching, is basically plug n play.

Can you add whatever inserts you want, like the haley or esstac?

As long as it has Hook & Loop Velcro yes, so Haley Inserts won't work as they have Hook Velcro on both sides.
