I'm of the opinion that every parent should assess their children/child when they are young, some of us struggle in school not because we are dumb, we have different learning style and just needed a bit of support. Some people live with dyslexia, autism, Attention deficit hyperactivity disorder (ADHD or Dyscalculia and many more. With a lot of support we can cope well.
