I believe there are two major reasons: 1. There can only be 1 Gui Fei in the palace, which is a traditional rule. 2. Gao Gui Fei's father helped the Emperor control flooding at that time and Ruyi's family wasn't much help for the country. There needs to be differences in their ranks.
