Bowman knowingly tried to stop a motion his democratic party didn't like. So he took it upon himself to create a fire alarm situation, knowing it would postpone a certain vote. Bowman has not been punished. He behaved like an elementary kid. It's appalling to me he isn't in jail as an example of what you can't get away with.
