Prakash Singh Universal Pictures owns the Hulk franchise. Hulk and all his characters. However, Marvel Studios can get away with using Hulk in team-up movies, rather than in having a lead role. If that is the case they have to produce it under Universal. Which is difficult.

Those companies who own them made the movies, (like Blade, X-men, Fantastic Four and Spider-Man) and Marvel would get a small amount of the shares but it wasn't enough money to save them. Until they decided to make the movies themselves. However, their well-known characters rights were sold so they can't use them, like She-Hulk herself. She is currently owned by Universal Pictures. Spider-Man characters owned by Sony and X-Men/Fantastic Four characters owned by Fox (now owned by Disney/Marvel).

Did I mention they all have developed character flaws and arcs to balance out what you might find difficult to believe reading? I just... Wonder Woman deserves more justice by DC, and the women of DC deserve more than only Wonder Woman, and there are plenty, immediately coming to mind is Batgirl, Supergirl, Catwoman, Huntress, Black Canary, Elizabeth Chapel and so forth (I would also express some concern about having a problem with She-Hulk's body getting more muscular? Is that why she's not sexy to you? I would encourage you to consider that women super-heavy weight lifters are not some myth, and they shouldn't be expected to conform, and calling women characters low-budget versions of male ones when they clearly have different personalities and character arcs is something I would also suggest reconsidering stating as 'low-budget')

For those who don't know, Hellcat is (or was) an investigator for She-Hulk. She's an interesting character with quite a backstory.
