The way I see it is that the chicken owner was feeding the cats. They knew of cats in the area, kept the chick's loose, then fed them where cats prowl. I call that a cat feeding station.

Establish a spay and neuter program, subsidized by your city/state government to make it more affordable to the citizens. You have to stop the unrelenting cycle of kitten births. If they survive, they just grow up to hunt food wherever they can find it, be it another kitten or some chicks. Since cats reproduce voluminously, that's the only way to help the cat and chicken problems in your country. Also, no cat should be punished for just trying to survive in such a hostile enviromnent.
