The truth is women don't dress to be noticed. They dress to not be noticed so that creeps don't bother them. Dressing in a way that grabs people's attention as woman is seen by men as an invitation. It would be so much easier to dress in a way that makes you feel good about yourself if men didn't read into it as "putting out". I'm pretty and dress feminine because that's how I like to look, nobody should assume things about my sexuality or about my relationship status or that I want to be spoken to because of it.

I live in NYC, and when I was young it was nearly impossible to feel safe walking down the street. There were cat calls, and even touching. I was pretty and skinny and dressed modestly and feminine. They would even sometimes ask for you take off your sweater so they could see more!
