I think you have to be friends with a person before you can be disliked hy a sim. You will get a popup about bring thier friend, the bars are not what determines disliked etc. As for 4 enemies, it means you need 4 MORE... The two you already have don't count.

I had a hard time finding it too! I think it was under shopping on the phone and then “purchase gifts.” I don’t know why they consider it a gift, but I’m pretty sure that’s where I found it.
