I've no idea why they're classified as the Class 399 in National Rail TOPS

The trams in this video are the Siemens Duewags that they don't need classifying because they don't run on Network rail metals.. The class 399 is the class 399 because between meadowhall south tinsley and rotherham parkgate is network rail and is shared by trains so they have to be classified
