And he kept it secret that the tenants association wasn’t real so he could keep the power and nobody would question it. But sure, he developed from being a complete a hole dictator at the beginning of the show to…….the exact same thing without any of the charm

For a tenants' association to be legally recognized, it would need to follow certain procedures, such as holding meetings, drafting bylaws, and having a democratic process for electing officers. The president of a tenants' association wouldn't have the authority to ban a street vendor.
