Sorry, I have lived in Shenzhen for 7 years and have not seen the tents, urban garbage and graffiti you mentioned. I may have seen homeless people, but very few. I don’t remember much.

Pay attention!! It is Shenzhen. It is completely different of US's cities. Garbage, tents, crime, etc are fir the US's cities not Chinese cities.
