The handcuffs were certainly not for the child's safety. The handcuffs were certainly not for the officer's safety. The child suffered routine and ritualistic humiliation at the hands of these officers. Of course it should be department policy to inform parents the moment any child is detained. This policy was not in place because the Sheriff is in the wrong job.

Often times the description can be very confusing and the bad part about it is the wrong person is often either detained or arrested until after the fact which usually is called guilty until proven innocent. I matched a description of a suspect once despite not being arrested.

This is just a symptom of a much bigger problem. American law enforcement has been slowly shifting towards this for decades... and this incident (along with countless more) is the fruit of that shift. Just take a look at the traditional role the police assume... almost every police department in the country holds the words... To Protect And Serve... sacred. Yet... in many cases that belief... that oath... falls flat. Gone are the days when an officer might be expected to place themselves in harms way in the course of their duties. Law enforcement has been entrusted with unusual and special responsibilities... and the answer has been a move towards militarization, and an overwhelming sense of entitlement.

And people don't be fooled, they were not going to call that child's parents to come to the location that little girl was handcuffed. When you are detained they can transport you to the police station and put you in an interrogation room and then at some point call your parents. That is something they already do, That's what they did to the "Central Park 5". So his solution is a non-solution.

Being a police officer in America would have to be one of the worst jobs I can imagine. You are not well trained before being unleashed on the community. Most of your training is on firearms use so you hit the streets thinking everyone has a weapon and is out to kill you. Not true but you can't take chances so you approach everyone as if it is, so this alienates the population against police. You have the right to put anyone in handcuffs that you want to. This pisses people off especially the innocent ones. You can incarcerate innocent citizens until you work out if they are innocent or not or just because they have pissed you off. This makes people upset and therefore they don't like the police. You are taught it is ok to assault citizens even when you don't know if they have actually committed a crime and get away with it so people get upset with you. The police had arrested 2 or 3 people in the stolen vehicle. They could not tell the difference between a 11 year old from a 15 year old? Why didn't they find out who the girl was from the ones they arrested? The police should have asked questions of the children,rather than putting one in handcuffs. The children said we were making a snowman and playing in the snow one block away, they could go and see. I want to know the exact description of the person they were looking for-height, weight, build, complexion, any other distinguishing characteristics.

At 0:42 of the video Sheriff Toby Shelley needs to be sued by this 11 years old child 's mother because there no way that baby matched the description of the allegedly criminal getting into or getting out of the allegedly stolen vehicle. At this point, he is showing he isn't fit for his job as sheriff. There is no justification for this child to be detained by these sanctimonious and bully police officers. When the photo came into their police phone, they knew that they detained the wrong person. The allegedly criminal doesn't look like the 11 years old, and her clothing she was wearing doesn't fit the description of the innocent victim. The Sheriff Toby Shelley thinks releasing the photo makes it ok that his deputies harassed an innocent child, but they look very bad, and it shows they have no common sense or thinking ability.
