For the shooting at 29:10 I would say if your taser takedown or knockout wasn’t working then you had no choice. Unless you remembered and were going to scroll for your baton I’d say it was good shooting but that’s just my take.

He was too close to the perps for his taser to work effectively. He needed to be at a distance in order for it to spread. So honestly it was iffy if he was in imminent danger or not since they weren't attacking him with weapons. If Steve can use pepper spray or his baton before his last option to shoot then that would be better according to the law I think. Personally I'd shoot since they were ganging up on him.
