He has another parent. He has siblings because his dad has other children. Sherri could only have one child because she had issues with fertility. This seems to be a very common problem with a lot of women these days and it is very painful for them. Jeffrey was her miracle baby, she never thought she would be able to carry a baby to term without miscarrying.
