What was it, a light fitting or neighbours? Some electric equipment emits high frequency noises, especially when faulty, e.g. capacitors. It might sounds like a squeal to a dog. Shiba's are barkers & protective of their space. They're a little less domesticated that other breeds. I would not have one in an apartment block.

Apartment high rise buildings are built from stel girders and concrete...not wood. They are on 15th floor, so definitelt not termites.
