Suicide Squad Kill the Justice League was always intended to be Arkham canon, and still is. The existence of other heroes is implied in the Arkham games but never directly stated. The existence of metahumans is confirmed by thug dialog in Knight. In Wayne Tower you can hear a voicemail from Lex Luthor, and there's a few bits of thug dialog referencing him. Metropolis and Keystone are directly referenced multiple times throughout the series. So although the Justice League never directly comes up the wider DC Universe is pretty clearly present
