He's not lip-syncing, but definitely playing to tracks (which all bands do). Notice there is no bass player, and the main lead riff is tracked, and the guitarist is playing rhythm.

Eric Olsen Actually, they don't have a bass player - Jeff Frankenstein is doing synth bass (which is also probably tracked and played back with Ableton).
