He was imprisoned in the "Central Great Underground Prison" His ban-kai can fuse with anything in his surroundings and it's always active. He's always in his ban-kai state even in his sleep. I guess to put it in perspective, it has a niche and does that extremely well, borderline OP. Against a large group of individuals who are all adversaries, it’s probably the best ability you can use. And the amount of effort to utilize it is pretty much zero. Compared to like Rukia or her brother bankais that are powerful, but require a level of effort and skill to reach similar levels of his bankai in this scenario. Now imagine him using it in a 1v1 or against a strong opponent like Aizen or Yhwach. Him using it against them in its worst case is useless, and best case is just leveling the playing field. It’s doesn’t exactly give him any advantage in this scenario. Last I checked, your allies don’t just let you attack them for free. It’s an ability that thrives in chaos and confusion, so more people just continuously double its effectiveness. To a level where we see in the manga.

It's important to keep in mind that Shinji's Shikai improved a lot in TYBW. Against Aizen, it couldn't invert senses, but now it can now invert sound, which is INCREDIBLY crucial because we use our ears to tell how we're rotated and where we are. I'm assuming other things also changed, but that's the most notable one.

Captain Yamamoto also had a Bankai that... while not actually banned, yamamoto disallowed himself from using it in any situation where the Gotei 13 wasn't actually wrecked. He isn't the only one nor is he the first. The 7th Kenpachi Kuruyashiki had his Bankai banned because it was big enough to erase the entire Soul Society in one strike and not leave behind a single atom. He was only allowed to use it like every 6 months or so and it had to be away from the Seireitei/Soul Society. He is the only person to have it banned, Shinji's is not banned but restricted because of how it works. This is similar to Yamamoto's Bankai because if he released his Bankai, the flames would also erase the entire Soul Society/Seireitei if he just didn't bother to control it or just let it burn the entire area. You would actually die from the 15+ million degree heat wave before the fire even touches you. The Quincies are only lucky that they have Blut Vene because they would die just from him walking past them. There's also Kyouraku's Bankai that's also restricted because he can't use it next to comrades. They'd die or suffer heavily just for being next to him with his different stages/plays. Only Kenpachi Kuruyashiki has his bankai banned and that's because its literally stronger than Yamamoto's Bankai by erasing everything like a reality warp. "Opens pairs of jaws or a large mouth that appears on the ground below the enemy and eats everything. Anything eaten by this bankai will cease to exist completely". I don't even think you would get sent to Hell after getting hit by it, you just don't exist AT ALL anymore.

I think it's relative. 10x boost isn't necessarily a strength/speed boost, except in cases like Ichigo's Bankai(which is more like taking that ocean of spiritual pressure and forcing it through a fire hose). Instead, the abilities the Bankai provides is equivalent to 10x the potential of the Shinigami using their Shikai. It's why some captains don't seem that much physically stronger when using their Bankai(ex. Mayuri's Bankai)

That was the case for Mirajane in Fairy Tail, she was banned from transforming while Girldarts had whole cities rebuilt just so he could walk through them with his powers. But they never did anything with that hype and the banned transformation ended up as just some bullshit.

it isnt banned because he is "too strong" its banned because it can directly harm his allies, and affects it will have on them. banning someone bankai for being too strong has be done though, to a older kenpachi in the light novels. He was also invited to squad 0 if im not mistaken.
