what if the image is still, like a manga panel that your trying to apply aura to?

You can use the same process (duplicate ,add effects, add turbulent + glow ...) as long as you don't need colors :)

after i add deep glow my shit like glitches out and i get this flashing brownish color, any ideas on what it could be?

I think your scene is over-exposured , try reducing intensity or add exposure effect and adjust it🤝🏻
