I could easily see how the idea of a creature like Maligula lying dormant in the mind of every person, Raz included, would easily scare him, especially since it's implied that he, just like Maligula, has a degree of hydrokinesis. Anyone in his place could easily feel like a powder-keg that's one bad thing away from going off, with a temper like mine, I know I would.
